Assume it's mostly city driving.

Although the Ford Explorer was one of the best selling models, It apparently has never had good mileage. A 99' Ford Explorer has a 4.0L, 6 cylinder engine (15mpg).

I would expect this car to get aroudn 15 miles to the gallon in town, but alot depends on the condition of the car's engine.
