The best plants for attracting butterflies are those with high levels of nectar such as Buddhlia (which is actually known as the butterfly bush!). Plants such as nettles and those of the brassica family provide food for caterpillars which although some gardeners may not be keen to attract as they eat young plants are inevitably essential if you want caterpillars.

It depends on your location and the species in your area. Black-eyed susans, butterfly bushes, and coneflowers are common in my area. Talk to your local County Extension Office about host and nectar plants (for the caterpillars and butterflies); make the garden in a sunny area protected from winds.
