You are either importing a car FROM Mexico, or EXPORTING a car to Mexico. Your requirements vary on whether this's for personal use or business sales profit. You need to check with the State Department on requirements, and the IRS on what their cut of the pie is, and know emissions requirements if you are bringing it into the states.

Probably the easiest way to do it is just drive it over and when the tags expire contact the local tag office to find out what you need.
