What does it mean to have an open disclosure of software vulnerabilities?

It means that if a piece of software has any vulnerabilities the creator should disclose them. That way people are aware of the danger and they can stay safe fixed.

The vulnerability of a software consists out of three parts. The system flaw, the atttacker access to the flaw and the attacker capability to exploit the flaw. If an attacker is vulnerable, it means, that he or she has at least one applicable tool or technique of these three points.

It means that the company that created the software has publicly issued a statement of a vulnerability in their software. This creates the risk that hackers will find out en mass and then see to exploit this vulnerability.
