For athletes, being "on a high" means that point when you're really busting it out, achieving, your body is pumping out the endorphins, close to exhaustion, but getting it done.

Being "on a high" means that you have a lot of endorphins rushing through your brain. You can get high through exercise, happiness, or drugs.
