The Christmas song means "Glory to God in the highest," so this is is the same without the glory, it would seem.

It means "to God in the highest." The title was almost certainly adapted from the hymn, "Gloria in Excelsis Deo" which means "Glory to God in the highest." It is a Latin phrase. The hymn is a common one in Christian churches, and it's very likely you've heard it in person or on TV.
