An answer is the response to the complaint. For example, if a neighbor files a complaint that your fence encroaches on his property, this implies that he wants something done about it. You are required to "answer" the complaint to explain.

It means someone has filed a complaint against you in a court of law and you have a certain time to respond. If you don't then a default judgement can be entered against you and then you will be liable for damages.
