You can feed the baby quail poultry started feed. It is recomended that you buy it crumbled instead of in pellets because the babies are so small. If the feed still seems to be too big, you can crush it up some more yourself. Also, make sure your baby quail has fresh water.

It is best to keep a baby quail with its mother. If you must be the one to feed it, check with a vet or bird specialist about feeding.
