What do you do when dogs get stuck together?

Nothing, just leave them alone because that natural act of procreation is probably taking place, given the doggies have found each other. Pulling them apart may cause irrepairable damage to the lady doggie.

All you can do is sit and wait for them come apart. The muscles will eventually relax, loosen and blood flow goes back to normal and they can free themselves.

I'm assuming that you mean when your dogs get their teeth stuck in each other's collars or wrapped up in their leashes. I would separate them as quickly/safely as possible (use scissors if needed) gently pick them up, and put them in a safe place (crate) and asses the damage.

Not medical advice: I am assuming that your dogs have "tied" in mating. There is not much you can do when they do "tie". The average time is 15-30 min.
