Mostly Google groups is used by people that have a Google account and need help. Google Ad Words, for example, have over 50 groups on Google groups for the different levels of expertise and help on how to make it work.

Google groups is used for discussion and collaborations on different topic, similar to what yahoo had years ago. People with the same interest get together and discuss.

It is similar to the forum. People share information and discuss using Google groups. If I'm right, groups is the predecessor of the forums and one of the first ways to communicate over the Internet (conferences were the first). I saw many universities and hobby related groups on Google. Try surf Google groups by yourself to get better impression.
