The Pennsylvania DMV has a website that details the procedure to get a license, whether you are a new driver or a relocated driver with a license from another state.
Bring in a completed form DL-180 (including medical clearance questions) to a driver license center, pass written and eye tests, and schedule and pass a road test thereafter.
You'll need to be the appropriate age for starters, 16 if you've completed your permit test, or 18 if you have not, you'll need to go to the DMV office and take a standardized driving exam.
