Those are heat ripples. Hot air has a different refractory index than cool air, so light doesn't pass through it the same. The slight differences in the speed of light through the different media is perceived visually as distortions in the air. It's much the same as looking at something through a glass of water, except the air is moving.

Heat distorts the air above every fire causing an effect called a Mirage and as we all know a Mirage is caused because there is warmer air below cool air.
