A baby squirrel could be lethargic because of a lack of food, water, shelter or the proper warmth. Also, could be caused by dehyration, shock, or poor diet.

There are lots of reasons. First, it could be sick. You may want to find a local vet who deals with squirrels. It could also be tired. Does it have enough time in the day where it can rest quietly without being disturbed? Are you sure it's not normal squirrel behavior?

The animal may possibly have an infection or illness. The mother may be away and the baby's body temperature dropped below normal. Malnutrition may also be a factor to consider when assessing the animal. The baby may have been abandoned which would be the result of all the above consideration's.

the vital thing of squirrel not to feed young squirrel until it is warm,baby squirrel can surive upto 2 weeks without milk,once if it is warm feed immediately. any squirrel under 8 weeks of agewill probaly releant on milk,between 8 to 12 weeks of age they try to eat variety of foods as they need.
