You could have spark plugs, a clogged fuel filter, bad spark plug wires, a bad shut off switch, and many other small problems.

Check the air filter. If it blocked, clogged or dirty, remove it and either vacuum it clean, blow it out with compressed air or just replace it. Replace the spark plug or drain the gas tank and refill it with fresh gas. It may have had water in it.

It is likely that the surging is because of a fuel delivery problem. I would recommend replacing the fuel filter.

If its a surging like a sputtering then it could be anything from poor quality of gas to the maintaining of a spark. heck both.

It starts with no problem but once it warms up at high idle it starts backfiring and running rough, and when I engage the PTO at high idle.

When the oil level gets low, the engine will run rough and die out frequently. Fill the oil to the max  add a comment
