The dog might have been bitten by an insect. I would keep a close on it, if it swells and becomes filled with puss I would take him to a vet.

A dog could have been bitten by a flea and the bite could have gotten infected. Or it could have gotten into a fight with another dog.

A cat scratch.My dog would get scratched by my cat all the time and would scabbs in the strangest places.

If he hasn't suffered an injury he may be scratch himself to much. This may be caused by fleas, ticks or dry skin.
