A white bump may indicate an absess. Tiny white spots may be Ich. White patches could be a fungus. Healthy betas will be slick, colorful, normal eyes, and active. Adding 1 teaspoon of aquarium salt to 2 1/2 gallons of water and 1 drop Aquarisol per gallon is recommended regularly.

The reason to what could cause a beta's belly to have a white bump is that it is a biological adaptation to its environment. It could have evolved in a environment that caused it to develop a white bump on its belly due to perhaps a protection from preditor fish that do not like white bumps.
