If a woman, your bra could be rubbing against skin under breast which is sensitive. Also, yeast can be a problem in this area, where moisture and heat are.

If it is a rash it could be from the heat. That would be easy enough to cure on your own with a good anti itch cream from the store. If it is something without a rash you will want a doctor to check the area out.
