What color walls would go well in a smaller living room with navy furniture, birch woodwork and light beige carpet?

I would try a light, muted yellow such as a butternut yellow. Alternatively, try a pale pink from a brown-pink range: look for a paint chip that's darkest shades are red-brown or mahogany colored. Lots of people think they hate pink, but it always looks fresh and these tones make the humans in the room look excellent.

A bold orangeish brick color would be very attractive here. If you're very adventurous, a carefully chosen shade of lime green could be nice. For a traditional look, go for a subdued tan and rely on red accent pieces for color.

You definitely need a light color because dark colors make a room look smaller. I'd recommend an eggshell or soft sand beige color as these colors will open up the room

According to me the color beige would go well on the walls to create a harmony between all the colors used since navy blue comes on strongly.
