fog is formed when an air mass pushes a "cloud" from over a body of water (sea) onto the land where it sits and has nowhere to go. The idea behind fog is that its a cloud on the ground. the actual fog comes from the ocean or a lake where evaportation happens

A cloud on the surface is a good description of fog. Factors that cause fog to form are: warm moist air blowing over a cold surface, the sun rapidly evaporating rainfall, or radiation fog as the moist ground is covered by a cooler air mass. Radiation fog usually occurs in the fall.
