If having trouble getting the conversation started, then try asking about things that would be relevant to that person until you find something they are interested in. From there, the key is listening intently enough that you can pick up on subtle things they like, and ask an appropriate question about that subject. Don't be too over-powering with the questions.

I always recommend asking questions about the other person. When they give you some information, look for opportunities to ask another question. They will think you are a wonderful conversationalist because you got them talking about themselves and you will learn more about them.

It's important to not make someone feel like they are being interviewed, but to make them feel like you are generally interested in what they have to say. Listening is just as important as the questions you ask, so listen to what they are saying and ask questions that help them expand on what they are saying.

Within the context of conversation, asking questions can be viewed as an art form in the sense that there's a significant difference between interogating someone, which is simply to garner information, and asking a person questions with the intent of getting to know that person. Your questions should flow with the conversation and convey a genuine interest in the individual.
