I suggest givng your budgie things to chew. Calcium perches work great, there are several types of perches and toys available at your local pet store targeted to keep the nails and beak trimmed. Prevention is your best bet. With proper perches/toys, trimming won't be necessary. Wild birds never have their beaks trimmed.

Clipping a bird's beak is risky business. I would suggest getting someone who knows what they're doing to gradually file the end just a little, but only if it's necessary.

It is believed that an overgrown beak may be a common sign of any liver disease. So, to clip your parakeet's beak, it would be better if you visit a vet or a bird store. Even you can use a nail clipper to clip the beak. But be careful about its toungue. But I would never use the clipper.
