If there is a Salvation Army in the area, they could likely use them. They often have gyms for their charity work. If not, contact other churches in the area.

I would personally put them on craigslist or kijiji, as often, many people are looking to purchase weights (or ebay or an ad in the paper). Another idea would be to go to a local gym, and put up an ad in the change room asking if anyone wants them.
