The only way to get rid of it is the rip up the garden and put new plastic underneath the gravel, then a layer of dirt on top of that. Spraying with weed killer is a temporary solution but you can obviously only do that if you haven't already planted any plants in your garden yet.

Regular table salt tossed on gravel will stop the growth of all weeds. It will kill them so do not get it on nearby grass.

There are herbicides that will kill grass as well as weeds, but I prefer creating a grass-hostile environment under the gravel, by putting down plastic under the gravel.

You can spend time weeding and pulling the grass up by hand, or you can use one of the commercially available grass killer sprays.

Remove the gravel from the areas you need and lay down thick plastic on the dirt. This can be purchased in rolls from a home improvement store. Spread the gravel over the plastic.
