You accomplish more tone in your muscle then bulk. The more weight you lift the bigger your muscles will be, but the more reps you do with less weight will contour your muscle. This is also very good for endurance and for weightloss. After awhile you will need to increase the weight though.

High rep and low weight routines will train for endurance and calorie burn (equivalent to cardio). They will not generally result in bulky muscle mass. Beginners will see strength improvements, but it is recommended that you always challenge yourself with increasing weights as you gain strength.

At a medium amount of reps (8-12) get some muscle hypertrophy (bigger muscles) and at very high reps (15 or more) gain more muscle endurance.

You will get more defined (and/or cut). When you lift heavier weights with less reps, it will increase your power, but it will not tone your muscles. By lifting lighter weights and doing more repititions, it will make your muscles more tone, and this will get you a much more cut look.
