If they are small, they are probably fleas, which are also accompanied by little black specks called "flea dirt". If they are large, and more brownish, they are ticks. Regardless, you need to treat it, these bugs live on your cat's blood and can cause serious problems, also fleas will infest you and your home and make you MISERABLE!!!!

The black bugs on a cat are usually fleas, that jump when annoyed. A good way to make certain is to comb the cat over a newspaper and if there are reddish-brown specs present it is probably fleas.

Black bugs on your cat are most likely fleas. Get a product like Frontline or Revolution and apply it to your cat's skin to kill the fleas and eggs that are on your cat. When you reapply these products monthly it will keep fleas from infesting your cat again. You will also need to treat your house for fleas.
