What are the steps to troubleshoot a motorcycle that is backfiring?

First check your ignition always start there. Second check your plugs and make sure they look tip top shape. You may need a tune up at this point. Make sure everything is clean and correctly gapped. Check the factory timing specs; sometimes they shift within a degree or two. It's not simple by any means.

First check you ignition timing to make sure it is correct. Then pull the plugs to make sure they look good, are gapped right, and give a big thick spark.

I would check to see if the jets are clogged, since that is one of the main problems when a motorcycle is backfiring.

First remove the spark plugs and see if the engine is running rich. If it is the plugs will be black and wet/greasy. This means the engine is receiving too much fuel to burn it properly. If the plugs are dirty or worn replace them otherwise check the gaps and re-install. Finally check that you timing is properly set.
