Every city has crime, even if it is in small amounts. The best bet would be to stay in rural locations, away from big cities. Chino Hills is pretty safe.
My aunt and her two small children live in a gated community in Northern Carlsbad, California. They love it there! Never had any major safety issues or concerns.
