If you plan to make a business out of it or if it's for something such as a County Fair you're going to need to get a Food Vendor's license. If it's just for a school bake sale you don't need to get one. The biggest thing you need to know is you need to make sure everything is sanitary.

In my country, there are some test your production lines should go through. The state should have a team or a department for that kinds of tests and give permissions.

Most food service business must deal with federal, state, and local regulations. The best place to find out about what needs to be done in order to start a business in your area is to check with the Small Business Administration. It's a free service.
