I am not sure if the insurance would be increased or decreased, but there could be a higher chance of water damage if anything were to go wrong with the pipe system in it. In my opinion, I would stay away from an indoor fountain. Just so that you don't have any problems.

I would be concerned about a possible water leak, if this happens there could be major damage to your floors and other areas of the house. The water needs to be replaced on a regular bases not to cause bacteria formation and children need to be supervised around the fountain.

You would need to include it on your home owners insurance. If the fountain leaked you would likely need to replace the carpet or wood floor. If you report it to your insurance they would likely raise your rates, that is the chance you are taking. You don't have to claim it on your insurance and handle any costs yourself.

Most water fountains are safe. Most pumps have built-in safety when they run dry. Another risk factor is veteran's disease. Fountains are notorious for developing and it.
