The English language doesn't have different words for different types of love, so it can be confusing. There's love of friends, parents, siblings, food, material goods and romantic love.

He may mean that he does not love you romantically, but still loves and cares for you as a close friend.

In my opinion, their are really only two kinds of love. Personal, and impersonal. Personal would mean he loves you in every way, meaning physically, romantically, emotionally, etc, while impersonal would generally mean he merely loves you in a physical, sexual way, which to be quite honest, isn't really love at all. It sounds like he's afraid of commitment.
