A business must provide public restrooms for customers and separate restrooms must be provided for each sex unless the business has less than 1,500 square feet floor space. In that case, public restrooms can be unisex. Businesses within 500 feet of each other--such as in a mall--can share public restroom facilities.

The public bathrooms are supposed to be reasonably clean with running water and toilets and sinks are to work properly. The facility should be well-lit and handicap accessable. Any establishment that sells food is to have a restroom.

Public restrooms must be accessible, have doors, flush toilets, appropriate hand-washing facilities. Depending on the location, separate facilities may be required for male/female. The level of cleanliness must be maintained to a level that doesn't pose a health threat. There is no requirement for an establishment to provide restroom facilities for the public.
