The manager provides oversight guidance, and direction to the team to ensure the mission is accomplished the best possible way. They establish roles, responsibilities, priorities, perform human resource functions, and are responsible for the success or failure of the project. They should have an open door policy with their staff to work through any issues.

It really depends on your managers boss to determine what their functions are. However, most managers are there to keep workers to be the most efficient while they are on the clock.
