To listen to any scanner you must either purchase a book with frequencies listed or look on the internet to find them, there is also a scan feature that you can use as well.
Do to regulation no commercially available scanner is allowed to tune into cell phone frequencies. Scanner are restricted to frequencies below the range of cellphones. Some may be able to pick up cordless phones though.
