Tenants' responsibilities are foremost, as maintaining responsibilities assures rights. A tenant has a right to privacy, a right to notification of a landlord's visit and other rights and privileges that are spelled out in the lease. New York State Tenant-Landlord laws are available online at several websites. Review them for a better understanding of the responsibilities and rights of both.

Basic tenant rights are detailed in the Tenant-Landlord Law of the State of New York. It is available online at a number of sites. Essentially, a tenant has the right to "quiet enjoyment," which means that the tenant cannot be harassed or unduly bothered by the landlord.

Well just the common sense laws as usual. You have the right to enjoy living in your basement or rental. You should not be harassed by the landlord at any time unless it is important and is related to the property. Also you get a right of notice if he/she requests evacuation.
