When gluing any material it is good to have a rough surface to promote adhesion. If possible give the two surface a good scuffing with sandpaper or a scotchbrite pad.

Your best bet would be to use a glue gun. Hot glue works best on keeping plastic in place and gives you just enough time to work with the piece.
