Numerous books are available on the topic, but here's one example. Lay a piece of card stock on top of a rubber stamp you like. Rub the top of the cardstock with sandpaper to create a relief of the stamp. Cut the cardstock with decorative scissors, layer on a slightly larger piece of cardstock and glue it to your card.

You can stamp the inside with sayings. Decorate the outside with ribbon, stickers, paint, silk flowers. I pick up supplies at a paper discount store.
