Preen is probably what your looking for. To be used correctly first weed your area, by getting rid of all live plants you don't want, then put down preen and what's there living at the time will continue to grow, but won't allow new growth, so don't apply until your done planting your area and your wanted plants are growing.

Weeds can best be conrolled by preventing their emergence. Landscaping fabic covers the surface of the ground preventing weeds. Cut small holes to plant your flowers and shrubs. A thick layer of mulch, compost or pea grravel can also be effective.
