What are some good exercise to tone the legs without building up a lot of muscle?

To tone the legs without increasing too much muscle mass you might consider using some of your gym's cardio equipment such as the eliptical machine, treadmill, recline bike, and so on. However, you can still perform weightlifting exercises like squats, leg raises, and hamstring curls with low weight/high reps.

Here are some ideas: from the ground, lift your heels, hold, and then lower back down. Similarly, standing on your toes for a few seconds, squats, and lunges would work.

Squats, lunges and leg lifts are all great exercises to tone your legs. It is best to use no weight or light weights if you only want to tone up.

An exerciesto tone your legs is squats. I found that this isn't just meant to firm your buns, but it hardens your thighs! Doing this slowly helps tone your legs.
