Rent a party bus from a local limousine company. Invite 10-12 people to her party and ask them to help with the cost of the buy, then go bar hopping!

A day spa, with massage and pedicure and all the nice pampering stuff. While she's off doing that you can set up for her surprise party: plenty of champagne, good food, and good friends!

For a girl, bar hopping is always a favorite. If you want to stay home, make sure she doesn't live with her parents and hire a male stripper as a joke, or for real. Plenty of alcohol is a must.
