I believe that pepper spray is legal, if used in self-defense. Another good item to carry is a 'Mag-Lite' flashlight, which is a good weapon within the law. My whole family carries pepper spray. Especially that your daughter is going to college. If downtown, there are a lot of homeless people doing anything for a buck. Hope that helps.

There are no "safe" weapons, only non lethal. Pepper spray is fine. You should practice or take a class so you don't hit yourself in an emergency. A personal alarm can keep an attacker away without having to get close. Stun guns or tasers are good. There are classes also.

Mace is the best option. Mace is easy to conceal, legal to possess at school, and quick to use. It also gives the user enough time to escape to safety.

A baseball bat beside the bed is never a bad idea, but the best thing that she can probably have is pepper spray. She can always keep it with her in her pocket or in her purse and it is proven to be very effective. Just tell her to spray and shoot!!
