Almost all cruise ship allow service animals, generally if a cruise ship is in international waters it defiantly will not allow pets because it can't allow you to the bring the pets back into the US.

Cunard's QE2, Queen Elizabeth II allows pets. They stay in the kennel that is on the Sun Deck of the cruise ship. Kennels can be used for cats, dogs and other small animals. Food is provided and a shielded open-deck area is available to exercise pets. Animals are not permitted on any other open deck, public area or stateroom.

The only cruise ship I can find to accept pets is Cunard. The reason for this is that cruise ships travel to other countries with strict policies on animals.

If you are traveling with your pet and want to do so on a cruise, first check with your travel agent to determine travel accommodations for pets if allowed, and any restrictions your may encouter during the trip. Secondly, ask your vet if the length of the trip and the destination are appropriate for your pet.

The vast majority of cruise ships do not allow pets for a variety of reasons. Occasionally you can find a pet-themed specialty cruise; ask your travel agent for help.
