There are several places in Florida. In Orlando you can swim at Discovery Cove. In Key West you can take an excursion into the gulf and swim with dolphins.

Discovery Cove theme park, in Orlando Florida is owned by Sea World and offers dolphin swims as one of the activities. Advance reservations are required.

Panama City Beach, Flordia has Shell Island and you can go swimming there with the dolphins and it is pretty safe. Also, Key Largo, Flordia you can swim with the dolphins and the manatees. Tap the top of the water and they will come to you.

Most resorts in the Caribbean or the Bahamas offer swimming with the Dolphins (at an added fee). I would go with one of these tours because you know they're taking you to someplace safe. I went swimming with the dolphins at the Atlantis and it was great. They have a private Dolphin Cay where they keep their dolphins.
