What are my legal rights to move kids out of state?

You can get into trouble if you have something restricting you from doing this, like an order from your spouse. If your still married and you are moving as a family then it is perfectly legal to take your kids anywhere in the United States, its only an issue when dealing with parent visatation rights.

As long as you have legal guardianship of the children and were not ordered to remain in the state with them, you can move out of state.

You can do it if you are moving states. I'm assuming you have joint custody of your children. You just have to tell the court that you're moving states.
