I have a four year old, usually your family doctor or ped. doctor will let you know or you can ask and they can let you know if they think that there is a speech problem. Based on my experience a three and a half year old should be able to speak clearly and you should be able to understand.

Three in a half year olds should be speaking in complete coherent sentences, with the ability to communicate his or her needs without someone interrupting them. He or she should be saying most of his words the correct way.

Every child is different and lots of things may effect speech patterns in small children. If you feel that he is not speaking enough evaluate his surrounds, such as, do you speak 2 languages at home, does he engage you in other ways. Also always check with your pediatrician.

A age 3 1/2, children should be speaking clearly, so that even strangers should be able to understand almost everything they say. They should be able to speak in complete sentences of four or more words, ask and answer simple questions, and most of their grammar should be correct. They should be able to talk about recent experiences.
