To change a name, one must be an adult in the jurisdiction of petition. So long as the court is assured the change request is not for the purpose of fraud, it is likely to grant the change. A change in a minor's name may be allowed if the non-custodial parent agrees.

Generally speaking, you should be 18 years or older in the United States, or find a way of proving that changing your name is necessary for your wellbeing.
