Should there be white flecks in the dog food made by Science diet?

I am not 100% familiar with Science Diet but I do know that white flecks can mean the kibble has pieces of bone in it. Usually cheaply made dog food has bone still in it, which could also mean a high amount of corn meal. Neither is exceptionally good.

Depending on the brand of food white flecks could be either normal or mold. Check the expiration date of the bag then check the manufacturer's website for recall information.

No. There are many different recipes of food made by Science Diet, all with different ingredients, but none of them should have white flecks. Take the food back to the store where you got it from and ask to exchange it.

I can't really address this, not knowing what the manufacturer means it to look like- I don't like or use it. I do know there are issues reported all over the web about this food. I suggest you check for recalls and problems with this food and consult your vet- rule of thumb, if you have doubts, throw it out.
