Urea fertilizer is allowed in Phoenix, but you need to know what plant, and what is the plant's needs to know what fertilizer to use. I know it is not a marine pollutant, but if you have ecological concerns, ask your University extension service or local home and garden specialist.

This depends on the particular soil conditions of your area. Phoenix is a dry climate but the soils will vary greatly even in a small area. Urea is fine if you soil lacks nitrates and phosphates but you don't want too much, you can also contaminate well water. Have a soil analysis done.

A little bit of fertilizer is always good for plants but due to the lack of rainfall in your area I would be very careful as to how much I use. It takes a lot of moisture to make fertilizer worth having so you would need to water to make sure.
