You should talk to your doctor. Generally if your HCG isn't rising fast enough the fetus may not actually be growing, or is dying.

It really depends. How fast are your HCG levels rising? They should double every two days. You don't have to have a D&C at all. If you are in fact miscarrying then you can wait it out and do it naturally if you feel a D&C is not right.

If you have rising HCG levels it is likely that you are pregnant. A D&C procedure - dilation and curretage - will effectively clean out your uterus, and would terminate any possible pregnancy. You should speak with your doctor about the possibility you are pregnant. If you are seeking to end your pregnancy, you can discuss your options.

If your HCG levels are still rising then there is no reason to have a D&C, I would request an ultrasound and go from there.
