It depends on what kind of camera it is, and who refurbished it. If it is a nicer camera, I don't see anything wrong with it. They are cheaper than new ones as well!
You can buy a refurbished camera as long as you can check it over first. Ensure all functions work and that there are no scratches or dust inside the lens.
