If they are small and localized it is probably just a contact rash. If they spread or become larger than a pencil eraser then you need to seek a doctor's attention immediately as it could be signs of a severe allergic reaction.

This may be developing from certain bug bitings or out of certain fungal reactions and it can be treated by applying certain anti-fungal creams.
